DOE staffer distributed bogus 'Blueprint'

Police arrested Department of Education maintenance employee Jeanette Guzman on charges of guilt established by complicity and crimes against the community.

Guam - Hagatna Precinct officers have made an arrest in connection with the forged "Calvo-Tenorio Blueprint". Just days before the Decision 2010 General Election, a bogus political platform brochure had surfaced at various Government of Guam agencies, alleging that the republican gubernatorial team intended to implement massive layoffs. 

The team's attorney, Tom Fisher, filed a criminal complaint with police alleging fraud.  On Monday police arrested Department of Education maintenance employee Jeanette Guzman on charges of guilt established by complicity and crimes against the community.  Guzman allegedly didn't create the bogus document, but used her e-mail account to mass distribute the bogus Blueprint to others in the community. 

Police say the investigation continues and more arrests are pending.
