Won Pat appoints new GDOE senior leadership team
Incoming Guam Department of Education superintendent Dr. Judi Won Pat has announced her new senior leadership team. Franklin Leon Guerrero—who brings extensive experience, including working in the Pentagon—has been appointed deputy superintendent of finance and administrative services.
Jackie Quitigua, who previously served in leadership roles with the CNMI Public School System, including education specialist and senior director of curriculum and instruction, will now serve as deputy superintendent of educational support and community learning.
Assuming the role of deputy superintendent of curriculum and instruction is Dr. Rizalina Liwag, who brings more than 30 years of leadership experience as a teacher, principal, and senior director.
Dr. Jackie Ulloa-Heath—formerly assistant director of planning and development at the Guam Community College and a former dean at the University of Guam—has been appointed deputy superintendent of assessment and accountability.
Dr. Won Pat says, “This dynamic team brings a wealth of knowledge, experience, and innovative thinking to the Department of Education. Each member’s unique background enriches the department’s capacity to meet the diverse needs of students and the community.”
December 31 marks the final day of service for the deputy superintendents appointed under former superintendent Dr. Kenneth Swanson.
