A new approach to justice is launching on Guam, focused on second chances, but with accountability.

Attorney General Doug Moylan announced the start of the “3R’s diversion project,” standing for Repent, Reform, and Respect.

The pilot program offers some individuals accused of certain crimes an opportunity to avoid prosecution, if they put in the work.

Officials say this is not a free pass. Not everyone will qualify, and those accepted must complete requirements like restitution to victims, community-based “good acts,” and demonstrated personal reform.

The goal, to hold people accountable while helping them rejoin the community as law-abiding residents.

Applications for the program are now available online through the Office of the Attorney General.
