Vice Speaker Tony Ada introduces bill to modernize Veterans Affairs Office

Vice Speaker Tony Ada has introduced comprehensive legislation aiming to modernize and strengthen the Guam Office of Veterans Affair into making a better way to serve for Guam’s veterans and transitional service members.
The bill expands GOVA's statutory authority, strengthens accountability, improves coordination with federal and local partners, and establishes new programs to address key challenges facing the island’s veteran community. Vice Speaker Ada, a veteran himself, said the legislation builds on recent progress, including Public Law 38-90, which updated governance and administrative provisions for veterans’ services.
He emphasized that the new bill does not alter existing law, but instead enhances operational effectiveness and service delivery. The measure also supports GOVA's recently-released administrative modernization plan by codifying reforms to ensure long-term consistency and stability.
Ada highlights that the goal is to create a modern, responsive veterans services system and pledged continued collaboration with colleagues and the community to improve outcomes for Guam’s veterans.
