Dr. Ricky Hernandez named new UOG new VP of administration and finance

The University of Guam has named Dr. Artemio “Ricky” Hernandez as its new vice president of administration and finance and chief business officer, effective today. Hernandez was selected following a comprehensive search that included on- and off-island candidates.
He brings extensive experience in public finance and administration, most recently serving as deputy executive manager of the Guam International Airport Authority. His government service also includes leadership roles with the Guam Economic Development Authority and the Guam Legislature’s Office of Finance & Budget.
UOG president Dr. Anita Borja Enriquez says Hernandez’s expertise in public finance and commitment to higher education will be instrumental as UOG aligns its financial strategies with academic excellence, student success, and long-term sustainability.
In his new role, Dr. Hernandez will oversee financial operations, human resources, procurement, campus facilities, information technology, safety, and other key administrative services, as the university advances priorities under its Tulos Mo’na Strategic Plan.
A UOG alum, Dr. Hernandez holds degrees in accounting and business and has received national recognition for leadership in government finance. He says returning to his alma mater is both an honor and an opportunity to give back through service rooted in integrity, transparency, and results.
