Guam is mourning the loss of former senator Carmen A. Kasperbauer — a respected nurse, legislator, and public servant whose life was defined by compassion, courage, and an unwavering commitment to the people of Guam. 

Governor Lou Leon Guerrero remembered Kasperbauer as a mentor, dear friend, and tireless advocate for healthcare, equity, and justice, saying her passion and love for the people showed in everything she did. Lieutenant Governor Josh Tenorio echoed those sentiments, calling her a strong voice for healthcare and justice whose leadership will never be forgotten, while extending condolences to her husband, former senator Larry Kasperbauer, and her family.

Speaker Frank F. Blas, Jr. also honored her legacy, noting her thoughtful leadership, dedication to community, and willingness to work across differences to strengthen Guam and improve lives. 

Flags will be flown at half-staff in honor of Senator Kasperbauer’s life, service, and lasting impact on our island.
