Graffiti penalties increased under new Guam law
Speaker Frank F. Blas, Jr. is welcoming the signing of legislation that strengthens penalties for graffiti across Guam. Acting Governor Josh Tenorio has signed Bill 167-38 into law, now Public Law 38-78, increasing fines and penalties—especially for repeat offenders.
Blas says the measure comes at a critical time as Guam works to revive tourism and protect property values, noting graffiti sends the wrong message to both visitors and residents. He added that cleaner public spaces support economic recovery, community pride, and public safety.
The speaker also thanked community organizations and volunteers who regularly spend their own time and resources removing graffiti from public spaces, saying the new law helps ensure their efforts are not undone.
While supporting legal murals and sanctioned art, Blas emphasized the distinction between art and vandalism, stressing that graffiti is a crime.
He says Public Law 38-78 reinforces accountability and helps keep Guam clean and welcoming.
