Governor Lou Leon Guerrero has acted on three measures from the 38th Guam Legislature, signing two into law and vetoing one. She signed Bill 173, renewing the lease of the Mangilao police koban to the Vietnam Veterans of America, Chapter 668.

The governor said the organization has long maintained the site, calling it a source of pride for Mangilao and an important place honoring Guam’s Vietnam war veterans.

Leon Guerrero also signed Bill 187, appropriating nearly $19.7 million from bond refunding savings for capital projects and life-saving supplies at the Guam Memorial Hospital. She said the funding reflects fiscal prudence and addresses urgent hospital needs without raising taxes.

The governor additionally vetoed Bill 186, which would have appropriated the un-allotted balance of the Pharmaceutical Fund to GMH, saying the measure misunderstood existing law and budget requirements and that all such funds must be specifically appropriated by the Guam Legislature.
