Fraud plate case leads to meth charge
A man previously accused of fraudulently using a license plate is now facing new felony drug charges. Guam Police arrested Albert Borja Lucena early Wednesday.
After stopping a Toyota Camry with expired tags in Dededo, officers discovered the license plate did not belong to the vehicle and had previously been confiscated by GPD. During the stop, police say Lucena was uncooperative and tried to destroy a glass pipe. A K-9 alert later led officers to test residue from the broken pipe, which showed a presumptive positive for methamphetamine.
Court documents also show Lucena admitted to driving the same vehicle involved in a prior fraudulent license plate case last month. Lucena is charged with possession of a schedule II controlled substance and fraudulent use of a license plate, both third-degree felonies, along with destruction of evidence, a misdemeanor.
