A new bill introduced by Senator Shawn Gumataotao could bring expanded recreational space to Guam’s capital. Bill 233 would give the Hagatna Mayor’s Office authority to construct and operate a football — or soccer — pitch next to the Hagatna Pool and Rick Ninete Tennis Center, creating a multi-use public facility across from the mayor’s office. 

Gumataotao says the project offers significant benefits for sports and tourism, especially at a time when both need revitalization. He adds the space would support children and families from surrounding communities, including public and private schools and athletic organizations, by providing access to a football pitch, playground, and walking paths.

The measure also calls for direct support from Government of Guam agencies, including the Guam Department of Land Management, to assist in planning and development. Bill 233 further seeks to connect the area to the Hagatna Riverwalk Trail under the Hagatna Master Plan — transforming the site into a safe, family-friendly destination that promotes healthy activity and enhanced visitor experiences in Guam’s historic capital.
