Protest triggers mandatory delay in Simon Sanchez High construction

A mandatory pause in the construction of the new Simon Sanchez High School campus is now in effect, following a procurement protest by General Pacific Services. The announcement came from the Office of the Governor on Wednesday evening, along with news that next Monday’s groundbreaking ceremony has been postponed.
According to officials, GPS' protest centers on concerns over the timeliness and completeness of the procurement record—triggering an automatic stay under Guam law.
The Department of Public Works maintains it is confident in the procurement record and says it will “resolve any questions raised about specific documents through the formal protest review process.”
In Wednesday’s release, DPW and the administration asking for the community’s patience as the review process continues, reaffirming to Sanchez students that “You will get the school you deserve.”
