Traffic stop leads to drug arrests in Mangilao

A routine traffic stop for a missing license plate ended with two people behind bars on drug charges. According to a magistrate’s complaint, 29-year-old Brandon Lee Meno and 33-year-old Victoria Rose San Nicolas were arrested after officers pulled over a silver Nissan Altima in Mangilao around 8pm on October 30.
Police say both were known to them from previous encounters and appeared nervous and impaired. Officers reported seeing San Nicolas with dilated pupils and foam at the corners of her mouth, while Meno was sweating, fidgeting, and avoiding eye contact.
A search of the vehicle turned up a cut plastic straw with white residue and a small baggie containing a crystalline substance. Both tested positive for methamphetamine.
Meno and San Nicolas are each charged with possession of a Schedule II controlled substance, a third-degree felony.
