University of Guam forum will dive deeper on Guam’s Three Strikes Law

The University of Guam’s Criminal Justice Program is hosting its Fall 2025 Capstone Forum, focusing on the topic, “Guam’s Three Strikes Law.”
Set for Wednesday, Nov. 12 at the UOG Lecture Hall from 10 a.m. to 1 p.m., the event will bring together some of Guam’s key legal and law enforcement leaders to discuss how the law impacts public safety, justice, and rehabilitation.
Panelists include Attorney General Douglas Moylan, Senator Therese Terlaje, GPD Chief Stephen Ignacio, DOC Major Antone Aguon, Public Defender Stephen Hattori, and Judge Jonathan Quan.
The forum aims to encourage thoughtful, community-based discussion on balancing justice with fairness, and ensuring Guam’s policies serve both safety and rehabilitation.
