GPA Strengthens Disaster and Cyber Readiness with SURGE 2025 Tabletop Exercise

The Guam Power Authority conducted SURGE 2025, a large-scale tabletop exercise designed to strengthen disaster response and cyber resilience.
The event gathered key partners, including the Guam Waterworks Authority, Joint Task Force–Micronesia, the U.S. Department of Energy’s Lawrence Livermore National Laboratory, and GPA’s private energy partners.
Participants worked through realistic scenarios simulating natural disasters and cyberattacks to improve coordination, communication, and decision-making.
GPA General Manager John Benavente says exercises like SURGE 2025 ensure the island’s utilities remain ready to face the unexpected.
Experts also briefed attendees on emerging cyber threats from state-sponsored groups targeting Guam’s critical infrastructure.
GPA’s leadership says lessons learned from SURGE 2025 will help strengthen Guam’s power systems and ensure the island’s energy network remains reliable, secure, and resilient.
