Guam’s Civil Defense administrator, Charles Vincent Esteves, is serving time in a Washington, DC jail after being convicted of assaulting his former girlfriend and damaging property during a March incident at a hotel in the nation’s capital. 

Court records show Esteves was found guilty on October 20 of simple assault and destruction of property. He was sentenced to 90 days in jail, with 60 days suspended, meaning he’ll spend 30 days behind bars before serving a year of probation and completing anger management classes.

The case stems from an incident on March 23, while Esteves and the woman were on personal leave from Guam. Authorities later sought his arrest and extradition after the victim filed a police report in DC.

Governor’s spokesperson Krystal Paco-San Agustin confirms Esteves is currently on annual leave, and that his employment status will be handled through the Government of Guam’s merit system, in accordance with personnel rules and due process.

Adelup emphasized that the administration condemns all forms of violence and remains committed to a safe and accountable public workforce, adding that operations at the Office of Civil Defense continue uninterrupted.
