Civil Defense Chief convicted, serving jail time in D.C.—Governor’s Office confirms he’s on leave

Guam’s Civil Defense Administrator, Charles Esteves, is serving jail time in Washington, D.C.—convicted of assaulting his former girlfriend during a trip earlier this year.
Court records show Esteves was found guilty on October 20 of simple assault and destruction of property. He was sentenced to 90 days behind bars, with 60 days suspended—meaning he’ll serve 30 days in jail, followed by a year of probation and mandatory anger management classes.
Governor’s spokesperson Krystal Paco-San Agustin confirmed Esteves is currently on annual leave as his employment status is reviewed under the government’s merit system.
In a statement, Adelup said the administration condemns all forms of violence and stands with survivors, adding that operations at the Office of Civil Defense continue without interruption.
