Congressman James Moylan is calling it a long-overdue win for fairness. The Department of Defense has approved expanded access to military commissaries and exchanges for Department of Defense and Homeland Security civilian employees in U.S. territories, including Guam.

Under the new policy, eligible federal workers—and DoD dependents—can now shop in local commissaries and exchanges using their federal ID. The change will remain in effect for two years and aims to boost morale and ensure Guam’s civilian workforce isn’t left behind.
