Public Health advises of possible delay in November 2025 SNAP benefits due to federal shutdown

The Department of Public Health and Social Services announced that the U.S. Department of Agriculture, which funds the Supplemental Nutrition Assistance Program, has informed states and territories that federal appropriations for the program have been disrupted due to the ongoing federal government shutdown.
As a result, the issuance of SNAP benefits for November 2025 may be delayed until further notice.
DPHSS strongly encourages all SNAP households to plan and use their benefits wisely to help stretch their monthly food resources. Recipients are advised to monitor official updates through press releases and DPHSS communications as the federal budget situation continues to evolve.
Theresa C. Arriola, Director of DPHSS states, “We understand the uncertainty can cause concern, so we encourage families to budget carefully, purchase essential food items, and make their benefits last throughout the month.”
DPHSS continues to coordinate closely with its federal partners and will provide updates to the public as soon as additional guidance is received from the USDA Food and Nutrition Service.
DPHSS appreciates the public’s patience and understanding during this federal funding disruption and remains committed to ensuring Guam’s families receive timely and accurate information.
