SNAP Summer EBT 2025 card distribution now open in Tamuning

The Department of Public Health and Social Services has officially opened the SNAP Summer EBT 2025 card distribution site at the Ran-Care Commercial Building in Tamuning.
It began on Oct. 16, 2025 and will remain open through Jan. 9, 2026.
Families who need a new or replacement SNAP S-EBT card can visit the second floor, Suite B9, Monday through Friday from 8 a.m. to 5 p.m., except on GovGuam holidays.
DPHSS reminds the public that there may be an early line cutoff to allow staff to finish daily reconciliations, and no replacement cards will be issued for accounts with a zero balance.
The SNAP S-EBT program helps eligible children receive nutritional support during the summer months. It’s a federally funded benefit from the USDA, administered locally by DPHSS in partnership with GDOE and other educational institutions.
For families in need, this program ensures that Guam’s children continue to have access to healthy meals all year long.
Who is eligible for SNAP S-EBT 2025:
Children who are enrolled and attended a NSLP/SBP school at any point between July 1, 2024, and August 6, 2025 (end of the Summer Operational Period (SOP).
Children (5 to 18 years old) who are NOT enrolled in an NSLP/SBP school AND in the SNAP and/or in the Temporary Assistance for Needy Families (TANF), between July 1, 2024, and August 6, 2025 (end of SOP).
Existing Cards
Eligible children with existing cards but whose benefits did not load: Please proceed to the distribution site.
SNAP/TANF children with EBT cards who qualified for the under-six-year-old group from previous P-EBT: Will need to get a new card if they are eligible for the SNAP S-EBT 2025.
Each household should know:
- Benefit Amount: Each eligible student will receive a one-time benefit of $177.
- Expiration Date: SNAP S-EBT 2025 benefits expire on January 12, 2026.
- Duplicate Benefits: A child may not receive SNAP S-EBT benefits from more than one State or more than $177 in benefits from Guam.
- Recently Moved Households: A household recently moved to Guam from another state/territory should apply for benefits from where their child(ren) completed the school year immediately preceding the summer operational period.
- Duplicate Card Reporting: Parent or legal guardian is responsible for notifying Guam DPHSS if the household receives a duplicate benefit, and if so, you are instructed to destroy the card. In addition, DPHSS will also cancel the benefit.
- Valid Identification Required: A Parent or Legal Guardian must bring a valid picture ID, such as a Driver’s License, Guam ID, military ID, or Passport (Electronic or digital copies of IDs are acceptable).
- Authorizations: Written Authorizations are NOT allowed. If you are a parent/ guardian/student and are off island, a Zoom meeting will be scheduled. The Power of Attorney (POA) and any court document will be verified against GDOE records to release the card to the designated individual who is authorized to pick up the card(s).
- Troubleshooting: In the event the parent or guardian’s name is not listed for whatever reason, the parent or legal guardian will be assisted by the troubleshooting team, who will work with GDOE in resolving the issue.
- CPS Custody: NO CARD WILL BE ISSUED to parents/guardians of children under the legal custody or auspices of Child Protective Services (CPS). SNAP will directly coordinate with CPS.
- Change of Custody: If the children are no longer living with the household, the parents/guardians need to surrender the cards. If it is determined that they have the card and used it when they know they do not have custody of the children or live with them, the parents/guardians will be referred for investigation.
- One Card Per Student: If a card has already been issued during the distribution period to a parent or guardian, and a second parent or guardian attempts to obtain a second card, the card will not be reissued. The issue will need to be resolved with the original parent/guardian before any further action is taken.
- Affirmation of Compliance: You are affirming that when you receive the SNAP S-EBT benefit, there are no circumstances under which your household can use two separate benefits issued to the same child. Should any instances of dual participation come to the Guam DPHSS's attention, you will be investigated swiftly and thoroughly based on cost-effective measures in accordance with SNAP S-EBT claims against the household.
