GRTA worker arrested, charged after gun threat at office

On Tuesday Guam Regional Transit Authority special projects officer Richard Ybanez was arrested and charged with terrorizing after a confrontation inside the agency’s Upper Tumon office turned threatening.
According to court documents, the incident happened on October 4, when an argument between two GRTA employees escalated. Documents state Ybanez called a coworker into his office, pulled a holstered firearm from his backpack, placed it on the table, and said, “Let’s take turns shooting our feet.”
The coworker backed away and left the building, fearing for their safety. A report was later filed with GPD, prompting a follow-up investigation by their criminal investigation section.
Ybanez was later located at his residence, where his registered firearms were confiscated with his consent. He was then booked and confined at the Department of Corrections.
