GRTA employee placed on leave amid terrorizing complaint at DPW compound

The Guam Police Department confirms several employees of the Guam Regional Transit Authority are under investigation in connection with a terrorizing complaint.
The incident reportedly happened on October 4 at the Department of Public Works compound, where grta’s offices are located.
Adelup has since confirmed that GRTA special projects officer Richard Ybanez has been placed on administrative leave pending the outcome of the investigation. Police say no arrests have been made, and the case remains active.
Ybanez previously served as grta’s executive manager but stepped down a few years ago after it was revealed he was illegally hired—lacking the required college degree for the position.
GPD spokesperson Norman Analista says no further information is available at this time.
