New health certificate training for cosmetics businesses

Starting next year, anyone working in beauty salons, barber shops, nail salons and cosmetology schools will need to take and pass a new training course to get their health certificate.
Public Health’s Division of Environmental Health announced the requirement begins as early as July 2026, under §4408 of the Health Certificate Rules and Regulations.
The course will cover sanitation standards and disease prevention in cosmetics establishments. It applies to all workers—including those who cut or color hair, provide massages or facials, or offer manicures and pedicures.
The health certificate fee remains $10, while the new training course will cost $15.
DEH will be visiting cosmetics businesses in the coming months to prepare owners and employees for the implementation.
