GPA presses feds: powering Guam, protecting America

The Guam Power Authority is turning up the pressure in Washington, warning that the island’s electrical grid is a matter of national security.
GPA general manager John Benavente joined territorial leaders at federal energy meetings, calling for billions in investments to harden Guam’s grid against typhoons, cyber threats, and a projected surge in military demand that could double power needs by 2033.
Benavente said local ratepayers can’t shoulder the cost alone—urging the Department of Defense and other federal partners to step up. GPA points to the new Ukudu Power Plant, and hundreds of megawatts of renewable projects, as proof that Guam is moving forward—but says federal dollars are crucial to build an affordable, reliable, and resilient energy system for the island and the nation’s strategic mission in the Pacific.
