The road to recovery reached a milestone for ten men behind bars. They’re the latest graduates of the Residential Substance Abuse Treatment program — a joint effort between the Guam Behavioral Health and Wellness Center and the Department of Corrections. 

Over nearly a year, the program gave participants the tools to break free from addiction through recovery classes, character-building, and family reconnection. One graduate said, “This program saves lives — mine included.” Another called it “a new beginning on a new journey.”

Governor Lou Leon Guerrero called the milestone proof that recovery is possible with guidance and compassion. Lieutenant Governor Josh Tenorio, who attended the ceremony, said rehabilitation gives people not just skills, but the values to contribute to safer communities.

DOC leaders, spiritual advisors, and education partners joined the celebration — showing the power of second chances to change lives.
