Ten inmates have successfully graduated the Residential Substance Abuse Treatment Program, a collaborative effort between the Guam Behavioral Health and Wellness Center and the Guam Department of Corrections. 

The RSAT program, led by Robert Dames and Linda Holmes, provides incarcerated individuals with the tools and support needed to break free from addiction and prepare for a healthier re-entry into the community. 

Over the course of nearly a year, the program guided clients through recovery-focused classes, character-building exercises, and family reconnection.

“This program saves lives—mine included,” said an RSAT group leader at graduation late last month. Another graduate stated, “RSAT has given me a new beginning on a new journey.” 

Graduates echoed this message of hope, sharing how the program helped them build values, practice honesty, and reconnect with their families. 

One participant reflected, “RSAT has helped me reconnect with my family. It works when I work it, and I’m worth it.”

“Recovery is possible when we choose to believe in it. RSAT shows us that with guidance, compassion, and accountability, people can change their lives for the better. I am proud of these ten graduates for their courage to begin again, and I thank GBHWC, DOC, and all partners who made this journey possible,” said Governor Lou Leon Guerrero. 

“I’ve seen firsthand that when we invest in rehabilitation, we invest in safer communities. The transformation these men undergo through programs like RSAT means they don’t just have the skills to succeed, but also the values and mindset to contribute to their families and our island community. That’s a victory for everyone,” added Lt. Governor Josh Tenorio, who attended the ceremony. “The RSAT program remains a vital example of how partnerships across government agencies, nonprofit organizations, and the community can change lives and strengthen Guam’s future.”

Witnessing the graduation were GBHWC Deputy Director James Cooper Nurse, Department of Labor Deputy Director Jerry Toves, DOC Director Fred Bordallo, Warden Alan Borja, along with DOC staff, spiritual advisors, and education partners.
