Big changes are now in effect for anyone buying or selling a car on Guam. The Department of Revenue & Taxation’s Vehicle Registration Branch says a notarized bill of sale is now mandatory for all vehicle ownership transfers — effective immediately.
This comes after the 38th Guam Legislature overrode the governor’s veto of Bill 88-38 in a strong bipartisan vote. The new law, introduced by Senator Telo Taitague, replaces the old system that relied on Kelley Blue Book values with a locally driven approach that uses the notarized bill of sale to determine taxes.
The change aims to bring fairness and relief to residents frustrated with inflated transfer fees — especially for used vehicles damaged by Guam’s tough climate. Senator Taitague says the law is a win for working families and helps combat the growing issue of abandoned vehicles on island roads.
For now, if you’re buying or selling a vehicle , don’t forget to notarize that bill of sale — it’s not just recommended, it’s required.
