Naval Force Protection Exercise Citadel Pacific 2025 kicks off July 28

Ready for a show of readiness and response — U.S. Naval Base Guam is gearing up for Citadel Pacific 2025.
From July 28th through August 1st, the Navy will take part in this annual force protection exercise designed to test and enhance the base’s ability to respond to potential internal or external threats. Officials stress this is not in response to any specific threat, but rather a regularly scheduled exercise to keep personnel and partners sharp.
While every effort is being made to minimize disruptions, the public may notice increased first responder activity, temporary traffic delays, and even gate closures during exercise scenarios. The giant voice warning system will also be used throughout the week — so if you hear announcements about force protection levels, don’t be alarmed — it’s part of the drill.
Base officials have coordinated closely with local law enforcement and emergency responders to ensure safety and clarity for both the military community and surrounding residents.
