Guam Department of Defense map billions in defense upgrades

Major changes are on the horizon for Guam, with more than $5 billion in military construction projects planned over the next few years.
That was the focus of the latest Civil-Military Coordinating Council meeting, bringing together top federal, military, and local leaders at Joint Region Marianas.
Governor Lou Leon Guerrero and Rear Admiral Brett Meitus co-chaired the session, calling for greater alignment between federal defense strategy and Guam's local needs.
The governor emphasized that Guam must not only remain the tip of the spear, but become the center of planning, protection, and progress. That includes upgrades to missile defense, hardening infrastructure, and fast-tracking road and biosafety projects while also pushing for policy changes on H-2B worker certification.
Lt. Governor Josh Tenorio echoed the need for transparency and local involvement, especially with changes to the National Environmental Policy Act and the release of the new supplemental is for Marianas training and testing.
Both leaders stressed that Guam is more than just a military asset, it's a community, a culture, and a commitment to stewardship.
The CMCC remains Guam’s key forum for ensuring the island’s voice is heard, in every blueprint, and every battle plan.
