Chief Judge Frances Tydingco-Gatewood and Chief Judge Ramona V. Manglona announced the appointment of Grace Damian Flores as the Chief U.S. Probation and Pretrial Services Officer for the Districts of Guam and the Northern Mariana Islands. 

 

She will now oversee operations of the probation and pretrial services offices for the Districts.

Grace Damian Flores began her career over 28 years ago, in 1997, as a U.S. Probation Officer Assistant with the U.S. Probation and Pretrial Services Office for the Districts of Guam and the Northern Mariana Islands. In June 1999, she was promoted to U.S. Probation Officer. 

In 2009, Grace was appointed as the first Deputy Chief U.S. Probation Officer for the Districts, a role she held with distinction for over 16 years. 

During her tenure, Grace managed officer operations, played a pivotal role in supporting the Drug Offender Re-Entry Court—the first federal drug court in the Pacific, and arranged contracts for treatment service providers. 

After accepting the appointment, Grace expressed that she is humbled and honored to bring her experience and leadership skills to the executive management team as the 4th Chief U.S. Probation and Pretrial Services Officer for the Districts.

Grace graduated from Notre Dame High School in Talofofo, Guam. She pursued higher education at Seattle University, earning a Bachelor’s degree in Criminal Justice in 1994 and a Certificate in Alcohol and Drug Studies in 1996. 

In furthering her education, Grace earned a Master’s degree in Management with an emphasis in Human Resources Management from the University of Phoenix in 2006.
