Attorney General's refusal to fairly review Mangilao hospital procurement sparks suit by Guam Power Authority

The Guam Power Authority is taking to Guam’s courts to demand Attorney General Douglas Moylan appoint independent, conflict-free counsel to review procurements tied to the Mangilao Medical Complex.
With the AG, publicly stating he intends to investigate any utilities agency that is involved with the complex’s infrastructure development, GPA says this is a clear conflict that effectively blocks Moylan from conducting a fair review.
So what's at stake? More than $35M in federal COVID-19 recovery funds meant for responding to the pandemic, as well as investing in water and sewer infrastructure.
Despite the Guam Supreme Court finding that Moylan must step aside, he refused, calling the project “illegal” and warning contractors of possible federal fund clawbacks.
In sharing the court documents with the media, AG Moylan dismissed them as another instance of Governor Lou Leon Guerrero engaging in political “lawfare” to remove the “elected watchdog of our people’s money.”
