There’s progress on Guam's planned new medical campus and hospital in Mangilao. 

The Mangilao Municipal Planning Council has unanimously approved a rezoning measure to change the site from agricultural to public utilities use, clearing the way for critical infrastructure projects like a new power substation, wastewater pump station, water wells, and a 2.5-million-gallon holding tank with filtration.

The Guam Waterworks Authority plans to use nearly $63 million in American Rescue Plan funds for the upgrades.

The measure now heads to the Guam land use commission for final review.

Meanwhile, a federal lawsuit filed by Attorney General Douglas Moylan still challenges the process. But the Governor’s Office and Guam Housing and Urban Renewal Authority are asking the court to dismiss the case, saying the project remains on track.

Public hearings are now complete, with no opposition raised at Wednesday’s final meeting.

Officials say the improvements will benefit residents in Mangilao, Chalan Pago, and Yoña, while environmental and historic site surveys are ongoing.
