Office of Public Accountability releases clean audit for Guam Waterworks Authority

Guam Waterworks Authority is reporting a positive finish for Fiscal Year 2024, posting a $6.2 million increase in net position and receiving a clean audit from Ernst & Young.
Auditors issued an unmodified opinion on GWA’s financial statements and federal program compliance, though one significant deficiency and two management comments were noted.
GWA’s total assets grew by $7 million while liabilities dropped by $5.7 million, thanks to lower debt and stronger revenues from a 16.7% rate hike approved in late 2023.
Despite higher operating costs and no local grants this year, GWA ended with a $6.2 million surplus, driven by growth in water and wastewater revenues.
The report also details ongoing legal matters, including litigation over land rights and a civil suit tied to the Ordot Dump.
GWA continues to work under federal court oversight to meet clean water act compliance deadlines, while also moving forward with treatment systems to address PFAS and other contaminants.
The agency notes future funding could be affected by the Trump Administration’s recent federal grant freeze.
