Guam Power Authority proposes to deliver power bill relief earlier than expected

The Guam Power Authority is moving to deliver savings to customers sooner than expected.
During a work session on May 22, GPA presented a two-step plan to cut the Levelized Energy Adjustment Clause, or LEAC, beginning as early as Aug. 1.
The first step would reduce the LEAC rate from just over 20 cents to around 18.8 cents per kilowatt-hour, a $20 savings for the average household using 1,000 kilowatt-hours.
Just a month later, a second cut would bring the rate down further, to about 13.6 cents, for another $22 in savings.
GPA said this is about keeping a promise to customers and responding to record-setting power demand driven by early, summer-like heat.
The savings plan is tied to pre-commissioning support for the new Ukudu Power Plant, which GPA hopes will begin limited operations ahead of its full launch this September.
The Consolidated Commission on Utilities will vote on the proposed rate cuts at its regular meeting on May 27, with final review to follow by the Public Utilities Commission.
