Twenty six bills are going to session as the 38th Guam Legislature’s Committee on Rules finalize next week’s agenda during Wednesday's meeting.
Among the many measures up for debate are some key pieces of legislation such as Bill 13, which proposes a public-private partnership for Guam's only public hospital.
Bill 27, the ‘Hearing Protection Act of 2025’, which would remove restrictions on firearm suppressors and silencers.
And Bill 118, known as the ‘Guam Medicaid Access Enhancement Act’, aimed at providing tax rebates on medicaid receipts.
Speaker Frank Blas Jr. laid firm ground rules for the upcoming session, hoping to cut down on unproductive debate and keep things within the legislature’s allotted one-week timeframe.
“The way we’re going to do this is by numerical order,” said Blas. “Your bill. Not from your committee. Your first bill. I’m going to allow you to prioritize which bill you want to be heard.”
“Then the other bills will be heard in numerical order after all your priority bills have been placed on the agenda…Less conversation. More bills. Alright? Those conversations should have occurred in the committees and it was up to you to decide whether or not your bill was ready to go,” added Blas.
