Guam Police Department's executive training builds trust through experience

Today, as part of Police Week, the Guam Police Department hosts Executive Training Day, inviting local executives to participate and experience firsthand their daily responsibilities and the sacrifices our officers make every day.
It's an annual tradition started by former Chief of Police, Frank Ishizaki, that continues to strengthen the relationship between the department and the community.
Earlier this week, GPD brought back “Coffee with a cop”, giving the public and our officers the chance to talk one-on-one over a cup of joe.
Today, it was a more immersive experience with training day attendees stepping into mock scenarios, including an active shooter training course.
“This is only a familiarization course to give you a little bit of an idea of what to do,” said Sgt. Santos, who was the instructor for the day.
Sgt. Santos emphasized that it's not just a physical battle our officers face in the field, it’s also a mental one.
“So you have to dig deep. There’s going to be a time when you commit,” said Santos. “100%? You’ve got to commit 100%? No, you give 200%!”
Officer Chang and Sgt. Elliot, Chairmen of the ‘Police Week 2025 Committee’, says this program brings the public closer to understanding what life is like behind the badge.
“It was a program to bring the community and police department together to collaborate, see how the department is run, and get a feel of what we do on a daily basis,” said Chang.
“It increases our morale by allowing our private partners to come and see what we do, and create that stronger relationship between us and the public,” added Chang.
And beyond the lectures and demonstrations, police week holds a deeper meaning.
“A lot of people tend to think that we’re coming over to celebrate law enforcement, but in reality what we really want to do is to honor the fallen. Not just police officers but fallen law enforcement officers and other public safety officers that have given the ultimate sacrifice,” said Elliot.
Tomorrow the department will observe “Peace Officers Memorial Day”, a solemn tribute to officers who gave their lives while in the line of duty.
The week will then close with an awards ceremony on Friday, recognizing the exceptional service of our officers, civilian staff, and volunteers.
So whether it's through remembrance or awards, police week reflects the heart of GPD: service, sacrifice, and strong community ties.
