In the latest twist over Project Dignity, Attorney General Douglas Moylan is moving to dismiss Governor Lou Leon Guerrero's lawsuit challenging the program.

In two filings this week, Moylan argues the Governor waived her right to object to the Homeless Relief Project, pointing out that members of her own cabinet voted for it and raised no concerns during the eight-month procurement process.

He also contends the Governor failed to follow required administrative steps to contest the contract, such as filing a protest with the Public Auditor, and therefore lacks standing to sue.

Moylan maintains his office followed all legal procurement procedures and stresses that delaying Project Dignity, funded by national opioid settlement dollars, could further harm Guam's homeless population and expose the government to financial penalties.

The Governor has not yet responded to the motions, and the Superior Court has yet to rule.

This follows weeks of public disagreement between the island’s top legal and executive officials over process, accountability, and the urgent need for solutions.
