Mission check on the Emergency Operations Center held

A surprise inspection of Guam’s Homeland Security and Civil Defense Emergency Operations Center revealed both challenges and progress. Senator Shawn Gumataotao says the site has inoperable equipment, a downed website, and staffing concerns — but praised its working alert sirens and supply distribution center.
The Governor’s Office responded, saying it “Takes the findings seriously” and is “Committed to improving emergency readiness,” adding that steps are already underway to secure funding and address repairs.
Gumataotao has introduced a bill to create a local emergency response fund, citing concerns over federal funding and recent indictments tied to misuse of grants.
