Forty-two-year-old Jessie Rick San Agustin has been charged with aggravated murder, murder, and kidnapping, all first-degree felonies, in connection with the gruesome death of Charles Richard Eugene Lacy in November of last year.

It was just before 6 a.m. on Nov. 1st when police were called to Hawaii Road in Dededo, where they discovered a horrifying scene: A burning body, bound at the hands and feet.

Medical examiners later confirmed that Lacy was still alive when he was set on fire. His injuries also included a swollen eye and a cut to the forehead.

Surveillance footage, cellphone data, and forensic evidence began to piece together a chilling timeline. 

At 4:22 that morning, video from a nearby gas station showed a man believed to be San Agustin filling a red fuel container, later found melted near Lacy's body.

Lacy's car was found more than a week later in Asan, near the home of a woman who told police she witnessed parts of the encounter. 

Blood, vomit, and San Agustin's fingerprints were all discovered in the vehicle.

Despite denying he ever met the victim, court records show a trail of evidence placing San Agustin at key locations in the hours before and after the murder.

On Thursday, prosecutors asked that he be held on $1 million cash bail. 

If convicted, San Agustin could face life in prison plus 25 years.
