In a late afternoon press conference, Guam Police Chief Stephen Ignacio identified not only the victim in a 2024 homicide case, but also the arrest of the suspect. As KUAM reported, it was on November 1 when officers from the Dededo Precinct responded to a report of a burning body along Hawaii Road, also known as FAA Road. 

"The body was not immediately identified due to severe burns and detectives observed that the body was bound at the hands and feet," the chief announced. Ignacio also noted that the victim was possibly burned while he was still alive. 

On November 8, detectives released images of the victim's tattoos in hopes family members would come forward, of which the chief said, "Several family members and known acquaintances identified the tattoos as belonging to Charles Richard Lacy."

detectives connected him to a mission persons complaint filed on November 5 by Lacy's roommate. According to Ignacio, Lacy was last seen leaving his Toto residence in his black sedan on October 31; detectives recovered his vehicle unattended beachside in Asan.

"Additional evidence, witness interviews, and footage which helped identify the suspect as Jessie Rick San Agustin," said Ignacio.

San Agustin at the time of the press conference was still being interviewed by detectives, but Ignacio did confirm that he will be charged for aggravated murder, conspiracy to commit aggravated murder, kidnapping, arson, aggravated assault and destruction of evidence.

GPD did indicate that San Agustin has a violent criminal record.
