Wrapping up their biennial conference, the Pacific Judicial Council elected new officers into the council.
Chief Justice of Guam Robert J. Torres was elected as President with a clear majority over U.S. District Court Chief Judge Frances Tydingco-Gatewood. The remaining officers were elected by acclamation:
- Vice President: Justice John A. Manglona (Northern Marianas)
- Secretary: Chief Justice Cyprian J. Manmaw (Yap)
- Treasurer: Presiding Judge Alberto C. Lamorena III (Guam)
Established as a non-profit association, the Council assists in the development and delivery of continuing judicial education and court professional training for member courts.
Members include chief judges and justices from Guam, the Northern Marianas, Palau, Chuuk, Pohnpei, Yap, Kosrae, and American Samoa.
Education and training focus on pressing issues in the Pacific region including preservation of custom and tradition within the confines of existing judicial systems, coordination with law enforcement agencies, and public education in the areas of substance abuse and domestic community relations.
“Over 25 years ago, our island courts recognized that by working together, we could improve the
administration of justice in our region,” said Chief Justice Torres. “Today, that mission is more important than ever. I want to thank Chief Judge Tydingco-Gatewood for her numerous years of service, and the Council members for their trust in me.”
Justice Manglona, who has been involved with the PJC since 1998, also expressed his enthusiasm for his new role as Vice President: “For many years, I’ve been committed to the work of the PJC. As Vice President, I’m eager to collaborate with Chief Justice Torres to strengthen the work of our Council and ensure we exceed the expectations of our members.”
