Amended bill to open public schools fails to pass through the legislature

The previously failed Bill 317, which sought to open 17 Guam Department of Education schools awaiting Public Health inspections, has failed to pass even with further proposed changes.
The legislation received two ayes, 11 nays, and two excused votes during the emergency session on Wednesday, as lawmakers met to reconsider the effort.
One of the amendments made to Bill 317 included that schools have to be ready enough to request inspection by Public Health. Only after requesting an inspection can schools operate.
Meanwhile, the Guam Education Board passed a resolution declaring a state of emergency on behalf of GDOE.
The school year is slated to start on Aug. 15. Any changes are expected to be announced by Aug. 9.
