A bill to support the 2024 Guam primary election is the first among several recently passed by the Legislature to be signed into law by Governor Lou Leon Guerrero.

Bill 280-37 appropriates $415,000 from Fiscal Year 2024 general fund revenues collected in excess to the Guam Election Commission. This amount is intended to cover the costs of precinct official stipends, election day ballot security, equipment rental, and leasing of the 2024 Early Voting Center.

Despite the governor’s swift action on the bill, she expressed concern over the timing of GEC’s funding request just days ahead of the island’s primary election—an issue raised by the Legislature. The governor also noted that alternative funding could have been available for these election costs.

In an issued statement, she said, “In the future, the funding for all of Guam’s elections can be provided in a more timely fashion.” She added, “Nonetheless, I will not leave an election unfunded.”

Bill 280-37 is now Public Law 37-99.
