It was a rather quick budget hearing for the Guam Fire Department with officials asking for an increase of a little over $3.5-million, with a bulk of that funding going toward the NextGen 911 System contract.

During a round of questioning, Senator Joanne Brown noted that GFD has only $2,000 budgeted for drug testing, a small amount considering the department has over 212 classified employees.

Being in a position where the community relies on them as they respond to emergencies and life or death situations, she asked when was the last time the agency drug tested employees.

“If any of our firefighters get into a freak accident or anything of that nature, it's a mandatory call for drug testing,” said Manibusan.

Uncangco noted he couldn’t remember the last time, to which Sen. Brown said it was concerning.

“But it was within this fiscal year. Normally every fiscal year, we do it two or three times...random drug testing,” added Uncangco.

Brown's concerns come after KUAM’s report on Monday that another officer with the Guam Police Department tested positive during a random drug testing. The senator wanted to make sure they did not sidestep the reality that the island has a major drug problem.
