Some leadership changes were announced today by the leon guerrero administration. Guam Behavioral Health & Wellness Center director Theresa Arriola has now been moved to serve as the acting director of the Department of Public Health and Social Services.

Serving as acting director at that agency is now Carissa Panglinan. She was previously the acting director at the Department of Integrated Services for Individuals with Disabilities.

Dr. James Cooper-Nurse is deputy director of behavioral health. He served as the agency’s psychiatric social service administrator since 2022 prior to taking on this new role.

Audrey Topasna has been taped as deputy director of DISID.

And Dr. Judi Won Pat is now serving as the chief advisor on education. Won Pat was the interim Guam Department of Education superintendent prior to the hiring of Dr. Kenneth Swanson.
