The Guam Power Authority announced that the temporary power agreement, aimed at mitigating load shedding and ensuring uninterrupted power supply to the community, has been approved by the Attorney General and the Public Utilities Commission.

GPA and Aggreko have signed the agreement, and the Notice to Proceed will be issued, beginning the implementation process.

Despite this milestone, GPA issued an update on the April potential 1-hour rotating outage schedule, recognizing the immediate need to address rising temperatures and the proportionate energy demand.

As we approach the summer and temperatures climb, the demand for power is already on the rise, proving the urgency of ensuring sufficient energy reserves.

However, it is essential to note that while the Temporary Power agreement has been approved and signed, it may not be operational for at least 100 days.

General Manager John M. Benavente expressed gratitude, saying, “Our collective efforts mark a significant step forward in our mission to ensure uninterrupted power supply for our community. With this agreement in place, we're better positioned to address Guam's power challenges and provide reliable service to our residents as we bridge the gap to the opening of the Ukudu Power Plant on September 15, 2025. Our team is working aggressively to bring the temporary power into the grid sooner than the expected 100 days in order to meet Guam’s demand for energy during the summer months, beginning with site preparation until the generators arrive on Guam.”

GPA highlighted a few of their efforts in enhancing power generation capacity including the approval of amendments to the Energy Conversion Agreement (ECA) with Guam Ukudu Power, LLC (GUP).

Additionally, the typhoon-damaged Yigo CT rotor is expected to arrive on island April 7, with the expectation to bring the generator and the additional 20 MW back to service toward the end of the month.

GPA urges government agencies, businesses, and residents to remain vigilant in conserving power, particularly during peak hours from 5 p.m. to 11 p.m.

As temperatures rise and energy demand escalates, collective efforts in energy conservation will play a vital role in ensuring a stable and sustainable energy future for Guam until more capacity is available for customers.
