One of the most heavily debated bills was officially signed into law. Consumer fireworks are now legal again.

The decision, however, comes with a few cautions, as prospective retailers are currently unable to import fireworks until the Guam Fire Department establishes a revised set of regulations.

Senator Dwayne San Nicolas acknowledged that there are concerns about the bill and he wants to improve on the law to make fireworks use even safer. San Nicolas shared,

“We're working on legislation to shore up some of the concerns the public had, when we first introduced the bill and it made it to the floor there were some legitimate concerns and we wanted to incorporate those concerns in a follow up legislation. So I've already been talking to my colleagues who want to jump on and help me sponsor this bill. So that we can make, we can make this law safe, safer for everybody.”

San Nicolas mentioned that further amendments would include prohibiting minors from discharging fireworks and specify the hours that fireworks can be set off. He further states that he believes the public and businesses are excited that consumer fireworks are legal again.

San Nicolas shared more,

“There's a lot of people out there, especially I got some from the manamkos, especially when I go to the commissary they say boy you better pass that bill. There's a lot of excitement out there. I believe that in the beginning they should never have made it illegal in the first place.”

“From the business community they're excited, and then we got some people who are thinking about it as well. I mean this is, I think it's groundbreaking and historical. This is something that a lot of people, I mean we can manufacture it here. We can do so many things. You know everybody's complaining about building new schools and stuff and I hope this generates funds for, first to pay for the things we need in the government.”

And San Nicolas wants to make it clear that insinuations that its self-serving legislation are not true. He says he has no plans to sell or distribute fireworks at his business.

Meanwhile, Senator Telo Taitague, who argued strongly against the fireworks bill during session debate, has introduced a bill to repeal the new law. She says its dangerous and could lead to "deadly accidents."
