From a "cat-trash-tophe" to just a few piles leftover, the illegal dumpsite, which was once referred to as “The Great Wall of Trash” is starting to really clear up.

Residents like michael Del Rosario are happy with the progress.

"I think it good thing, it’s almost already all gon, non-stop doing their job," he said.

The Department of Public Works and Department of parks and recreation, teamed up with the Department of Corrections to include the help of inmates to help clean up the street.

DOC interim director, Fred Bordallo J. says that last week, several members from both departments were trained to supervise the inmates that are part of DOC’s work division program.

"So what it is, is, if an inmate that qualifies, and then screened by our casework division with the warden, what they could do is when they go outside, to help out on-site for 40 hours of work that they do they get one of their sentence," he said. "And so, you know, this is just one particular situation where our inmates are transported officers up there and work from that site. And our officers can sometimes do spot checks on them while they're at that worksite.

Since Typhoon Mawar, Bordallo said DOC has had a shortage of manpower, so they weren’t able to have the inmate worker labor crew program without security coverage.

This partnership now allows them to not only be able to continue the program but the inmates to work their way out of prison life.

"It’s a part of them understanding and paying back to society, especially when it comes down to contributing to some of the solutions of making sure we have a clean environment of the inmates, it gives them an incentive, you know, especially those that are eligible and qualified for the work credit program," Bordallo said.

The inmates not eligible for the program are offenders with serious charges such as criminal sexual assault, domestic violence, members of an organized crime group and drug distributors.

A mobile video was being passed around highlighting the northern neighborhood apparently becoming a large illegal dumpsite.

U.S. Army Corps of Engineers officials did clean up before DPW, but the trash just kept piling up and it just became “too much” for them to clean up according to Yigo Mayor Anthony Sanchez.

Now that the road is clearing up, Del Rosario hopes that this will continue to be a non-dumping zone

"Hope that hopefully after they do the cleanup, they're gonna put some time so that nobody keeps dumping it again," he said.

Bordallo said this will be a continued effort with the inmates being stationed in other locations in need of assistance.
