Here’s what you need to know about the Guam Department of Education’s unspent Education Stabilization II Funds, according to GDOE’s recent release:

So far, GDOE has spent $55 million out of its over $110.5 million allotment in Education Stabilization Fund II (ESF II)---utilizing monies to address critical priorities in its education system as a result of the COVID-19 pandemic–like bolstering distance and modified learning platforms, expanding student and employee health and safety, and expanding mental, social, and behavioral health and wellness support.

Still, GDOE has a remainder of $27 million unspent–which is obligated to the following:

- Contractual: $6.7 million
- Equipment: $6 million
- Supplies: $14.3 million

Guam DOE is considering using the remaining funds to cover utility costs with a pending request to the U.S. Department of Education (USDE) for approval. GDOE also plans to request a late liquidation of ESF II funds, providing more time to complete contracts and fulfill their commitment to serving students and teachers while maintaining fiscal responsibility in line with USDE-approved purposes.
