Acting Department of Corrections director Joe Carbullido has called it quits. He's officially resigned from the top position he was put back into following the sudden passing of director Robert Camacho earleir this year. And now, the new person in charge is no stranger to law enforcement, having served as the Guam Police Department's chief.

"I’ll do my best to lead this organization," stated Fred Bordallo upon his first day on the job at DOC. Bordallo, the former GPD police chief, says he met with the governor’s chief of staff to head the prison, as Carbullido stepped down from his temporary detail.

Bordallo says his career began at the Naval Corrections Facility while serving in the U.S. Marine Corps in the 1970s. Today, he met with the administrative staff and got a brief from the outgoing director.

The months following the untimely passing of director Camacho was met with challenges, Bordallo says he’s been closely following the issues from overcrowding at the prison to manpower struggles.

"My priority is for the employees of the Department of Corrections. That is first priority and the second top priority is ensuring the confinees - I want to let the families of those incarcerated or those about to be released, that we keep them safe and prepared to be released and re-enter back into society, and make sure they don’t return. I am looking at what kind of programs they have here."

The former police chief added he plans to ensure every single contraband case is thoroughly investigated by the prison and by GPD. "If we prosecute those individuals bringing them here then that will send a message to them too that we are taking it seriously," he told KUAM News.

Multiple cases of drugs being smuggled inside have since been hurled out of the agency with some cases involving correctional officers, as well. Bordallo plans to stick it out in the director position through the end of the current administration.

"I believe the Department of Corrections, the employees and families need stabilized leadership. There’s been a lot of movement and my commitment is as much as to the pleasure of the governor," he added.

"The Department of Corrections is a very important organization. The employees here are very dedicated and a lot of them are good at what they do. We are in the process of recruiting and trying to rebuild officers, and we also want to look at civilian and critical needs up here. I assure public to do my best to secure the facility and clients," said Bordallo.

In the meantime, Carbullido heads back to his position as a major with GPD.
