Guam's attorney general has sent two proposed bills to the legislative speaker.

He hopes it would assist with student learning for those public school kids still uncertain about the start of the school year.

AG Doug Moylan stated the bills are intended to provide the Guam legislature options in ensuring compliance with the “every child is entitled to an adequate public education act."

Moylan referred to the proposals as the “charter school” and “school voucher” draft bills.

He says this would increase the current limit at charter schools and allow private schools to both absorb Guam Department of Education school students who may not be able to receive their 180 instructional days over the next year.

The first legislative proposal which would lift enrollment caps for charter schools would maximize the charter schools facility and allow for funding to start at the beginning of the school year.

The second proposal would allow students currently enrolled in schools that are not going to timely open, especially GDOE phase III schools, the opportunity to receive a voucher to attend an accredited private school on Guam.

Phase III schools are those schools that are not designated to open for more than three months.
